Planning & Programs Manager

Job Summary:
The Oregon Department of Aviation (ODAV) is responsible for the planning and development of a safe & efficient aviation system in Oregon. As the planning & programs manager, you will oversee the planning, grant and capital improvement plans, pavement preservation and tall structure evaluations for the agency. Requirements and Qualifications:

• Manage the planning and projects section, including aviation system planning, land use coordination, aeronautical reviews and airport master planning
• Manage a small team of 4 full time employees
• Develop aviation policy and rules in compliance with Oregon’s state aviation system plan
• Create master and departmental plans that define scope and statement of work, manage bidding process and track progress of overall projects (RFP’s bid documents and planning and design contracts)
• Oversee various agency wide programs like the capital improvements program and pavement preservation program
• Provide assistance and advice to Oregon’s public use airports
• Serve as contracting officer for the agency
• Manage the Agency DBE Program
• Develop and facilitate airport development workshops
• Coordinate system wide capital improvement program and partner with stakeholders
• Oversee management of grant funds and Capital Projects as directed
• Serve as liaison to the Federal Aviation Administration
• Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field
• Experience with grant administration
• Experience with FAA grants and policies
• Experience with Oregon land-use laws
• Experience working with or for Cities, Counties, Ports or Airports or Federal Agencies
• Project Management Office (PMO) or Portfolio Management

Compensation:  $6,802.00 - $10,023.00 / Month
