    Job Summary: Overview Tualatin Valley Fire & Rescue announces a newly developed opportunity overseeing the physical future of the organization! The Senior Manager of Capital Projects will oversee a small internal team and coordinate with outside partners to plan, manage, and deliver complex capital improvement initiatives emphasizing fire station design, construction, renovation, and major infrastructure projects. The ideal candidate has deep experience in project and portfolio management for capital construction projects and managing a capital construction program, preferably within the public sector. They are expert problem solvers, finding solutions that may not be immediately apparent. They bring technical expertise along with interpersonal savvy and the ability to exercise managerial courage with minimal noise.

    This position was created to enhance the program's oversight and advance a large number of projects associated with a bond approved by the voters in our service area.     Job Responsibilities:

    • PROGRAM MANAGEMENT: Performs capital planning and day-to-day leadership for all construction projects and related capital initiatives, including progressive design-build, design-bid-build, CM/GC, and phased renovations. Develops short- and long-range improvement plans for other capital projects. Establishes and monitors project priorities, performance standards, and schedules.
    • DEVELOPING AGREEMENTS: In conjunction with the Finance department, prepares requests for proposals and contracts for professional, technical, consulting, construction, and other services. Manages the consultant selection process, establishes the contractor pre-qualification process, develops contract documents, and reviews consultant-prepared designs and products for conformance with District capital plans and specifications.
    • STAKEHOLDER ENGAGEMENT AND COMMUNICATION: Serves as the District’s primary point of contact for design and construction partners. Maintains clear and proactive communication with internal departments to minimize operational disruption.
    • PROJECT MANAGEMENT: Manages multiple fire station and facility projects through all phases—planning, design, permitting, procurement, construction, handoff, and close-out. Directs and coordinates the work of architects, engineers, contractors, land use and other consultants to maintain quality, schedule, and cost control. Reviews and approves technical documents, construction schedules, submittals, and change orders. Conducts regular site visits to monitor work progress, safety, and adherence to specifications.
    • FINANCIAL AND RESOURCE MANAGEMENT: Develops, tracks, and manages project budgets and schedules across multiple concurrent projects. Reviews and approves invoices, payment applications, and cost proposals to ensure fiscal accountability. Forecasts multi-year project initiatives, financial performance and maintains accurate reporting of expenditures. Coordinates closely with Finance to ensure compliance with public contracting laws and internal controls.
    • AFTER-HOURS SUPPORT: Participates in an after-hours logistics management rotation to provide continuous logistics support, ensuring operational stability around the clock.
    • GOAL-STRATEGY ALIGNMENT: Develops expectations and goals for assigned business unit(s) aligned with divisional or organizational goals and strategies. Develops change strategies as needed. Undertakes short- and long-term planning for assigned unit activities, coordinating with other units as necessary.
    • SUPERVISION: Oversees work of direct reports, including hiring, providing direction, identifying learning and development opportunities, employee recognition, managing performance, and administering corrective and/or disciplinary action.

    Required Skills and Qualifications: The education and experience minimum requirements below are those typically required for performing the job functions (unless specifically noted to be preferred). Equivalent combinations of education and experience may be considered.

    • EDUCATION: Bachelor’s degree in construction management, architecture, engineering, project management, or related field.
    • EXPERIENCE: Six years of progressively responsible experience managing capital facility design and construction projects, including four years managing large, complex building projects. Experience overseeing multiple concurrent construction projects from design through close-out. Experience in public-sector construction management, including bond-funded projects, public contracting, and prevailing wage requirements preferred. Three years of supervisory experience strongly preferred.

    Preferred Skills and Qualifications: Current certifications in relevant trade fields are preferred at hire, such as Design-Build Professional Certification, Project Management Professional Certification, Certified Construction Manager, Certified Public Works Professional.

    Compensation: $110,844.00 - $149,952.00 Annually
